Author: Matthew T. Mangino is the former district attorney of Lawrence County, Pennsylvania. He also spent a six year term on the Pennsylvania Board of Probation and Parole. He is currently 'Of Counsel' with Luxenberg, Garbett, Kelly and George, P.C. His blog, The Cautionary Instruction, appears every Friday at the Pittsburgh Post-Gazette legal page Ipso Facto.
