You have correctly identified the “ruling” of the Seventh Circuit—but it seems to be a quite egregious example of an advisory opinion. As you point out, lawyer-prisoner mail is not even an issue in the case, yet the panel spends 90% of the opinion on it and adopts a process to be used by prison officials.
