So are the Republican comments true? 
They seem substantive while Clinton’s seem to be fluff and spin.

Pretty much. I think about half the oil and gas royalties paid to the US government would go to some UN organization dedicated to keeping the seaways clear. The US Navy seems to be doing a fine job already.
