To prevent thousands of unwanted pets from being euthanized in shelters, a California state legislator is proposing a statewide law fining pet owners $500 if they don’t neuter kittens and puppies by the time they are four months old.

The proposal exempts animals owned by licensed breeders, service animals and police dogs, the San Jose Mercury News reports.

The bill would “address the needless slaughter” of as many as 500,000 animals in California each year, says Assemblyman Lloyd Levine, D-Van Nuys, the author of the bill, AB1634. “There has to be a better way.”
