Child Kidnap Victim Held 18 Years Seeks Damages re Delayed ID of Suspect Parolee

Child kidnap victim Jaycee Dugard and her family are seeking damages from the state of California”s Victim Compensation and Government Claims Board, over “various lapses” by the Department of Corrections, reports the Associated Press.

She was allegedly held for 18 years by parolee Phillip Garrido and his wife in their back yard, undiscovered despite visits to the property by parole officers. They are charged but have not yet been tried in the case.
