Donald Trump’s campaign manager, Kellyanne Conway, says the president-elect will not pursue criminal investigations of Hillary Clinton’s use of a private email server or of her family foundation’s financial operations.

Conway spoke about the decision Tuesday on MSNBC’s Morning Joe, report the Washington Post, the New York Times and CNN.

“I think when the president-elect, who’s also the head of your party, tells you before he’s even inaugurated that he doesn’t wish to pursue these charges, it sends a very strong message, tone and content” to Republicans, she said.

“Look, I think he’s thinking of many different things as he prepares to become the president of the United States, and things that sound like the campaign are not among them. … If Donald Trump can help her heal, then perhaps that’s a good thing.”

During the second debate, Trump had pledged to instruct his attorney general to appoint a special prosecutor to look into Clinton’s dealings, “because there’s never been so many lies, so much deception.”

The Post calls Conway’s announcement “an extraordinary break with political and legal protocol, which holds that the attorney general and FBI make decisions on whether to conduct investigations and file charges, free of pressure from the president.”

According to the New York Times, FBI director James Comey could refuse to close an ongoing investigation of the Clinton Foundation. FBI directors have 10-year terms, but they can be fired for cause.
