Two Law Profs on White House List of Possible Appeals Court Nominees

A law professor and a federal judge in Baltimore are on a list of possible nominees to the 4th U.S. Circuit Court of Appeals.

The New York Times published the names of two people under consideration for the appeals court based in Richmond, Va.: U.S. District Judge Andre Davis of Baltimore and University of Virginia law professor Elizabeth Magill.

For a spot on the 2nd U.S. Circuit Court of Appeals, the administration has decided on U.S. District Judge Gerard Lynch of Manhattan, who is also a Columbia law professor, the story says. The Times relied on anonymous sources for its information.

Democratic appointees are a majority on the 2nd Circuit, but not on the 4th Circuit, long considered a conservative bastion. President Obama could end up changing the 4th Circuit’s ideological balance. It currently has six judges appointed by Republicans, five by Democrats and four vacancies.
