A group of 18 anti-tax activists and conservatives has filed suit challenging Virginia’s new transportation law, including its high fees for driving offenses.

The suit claims the driving fees violate federal and state constitutional provisions regarding double jeopardy, equal protection and exorbitant fines, the Washington Post reports. The fees range from $750 to $3,000 and are additional penalties imposed on people convicted of certain traffic violations, according to the Richmond Times-Dispatch.

Two state judges have already struck down the fines because they apply only to state residents.

The suit, filed in state court in Richmond, also challenged provisions of the law that permit regional authorities to assess taxes and the state to issue bonds without voter approval.
