Don’t Bet on Making Online Kentucky Derby Wagers, Experts Say

Banks aren't betting on lax enforcement of a confusing new federal law that may prohibit them from processing online gambling wagers. So many customers could find their attempts to place an Internet credit card bet on tomorrow's Kentucky Derby blocked, experts say.
Although the Unlawful Internet Gaming Enforcement Act, which was enacted in 2006, contains an exception for online horse-racing bets, banks aren't sure whether that exception applies to them. Thus, unless and until clarifying regulations are passed by the federal agencies that oversee enforcement of the law, some horse-racing fans may be forced to cheer their favorites tomorrow without the thrill of having money riding on the contest, explains a McClatchy News Service article.
''The problem is that in some states, online gambling is legal, in others it is not, and in still other cases the question depends on where the better is, where the gaming operator is and what form of gambling is taking place,'' says Nelson Rose. He is a professor at Whittier Law School and the author of several books on gaming law.
