Legislative Focus: Puppy Mills, Pet Shops

New legislation in Nebraska that strengthens regulation of kennel operations is reportedly part of a national focus on eliminating so-called puppy mills that breed dogs under questionable conditions and pet shops that sell them.
"Most breeders learn how to keep their standards just above violating cruelty statutes, but the conditions are still unacceptable," says Bob Baker, in a AP interview. He is an investigator for the American Society for the Prevention of Cruelty to Animals.
Eight states, almost all of them in the midwest, are where most puppy mills are located, says Stephanie Shain of the Humane Society of the United States. They include Nebraska.
