Pratter Likely to Be Nominated to 3rd Circuit

U.S. District Judge Gene E.K. Pratter of Philadelphia will be nominated for a slot on the 3rd U.S. Circuit Court of Appeals, sources told the Legal Intelligencer.

Pratter will be replaced by Carolyn Short of Reed Smith, who was general counsel to the Senate Judiciary Committee when it was chaired by Sen. Arlen Specter.

Specter had initially sought to place Short, a Republican, on the 3rd Circuit Court, but the White House rejected that idea because she is married to a prominent Democrat, the legal publication says.
