The company that owns Westlaw is in talks to merge with financial publisher Reuters Group PLC.

The Thomson Corp. is a legal and business publisher based in Stamford, Conn. The deal to merge with Reuters would be worth about $16 billion, according to the Wall Street Journal.

Thomson is strong in the U.S., where its strength is in reaching money managers, hedge funds and other investors, the newspaper says. Reuters has better market position outside the U.S., reaching sales teams at commercial and investment banks.

Reuters CEO Tom Glocer is a former mergers and acquisition lawyer at Davis Polk & Wardwell in New York.
