A decade ago, the San Francisco Chronicle reported on the “shameful” state of the city’s Hall of Justice, which, among other issues, isn’t constructed to withstand an earthquake. At that point, officials said it could take seven to 10 years to resolve the situation.

But prosecutors and staff of the San Francisco District Attorney are still working there today, in offices located directly beneath jail cells. Human urine from overflowing toilets is said to be responsible for yellow stains on the ceiling, the San Francisco Chronicle reports. A photo gallery shows the yellow stains, rodents (one dead, one alive) and records stacked in boxes in the hallway.

The police department and much of the jail has been moved elsewhere, but the DA ‘s office has stayed where it is because prosecutors need to be close to the city’s courtrooms.
