Yesterday, the local bomb squad evacuated the top four floors of a 12-story building in Oakland, Calif., after a package containing wires and radio parts was left at the office of a well-known civil rights attorney.

Although staff at the office of attorney John Burris admitted the man who left the suspicious package on Tuesday, today they locked the door when Curtis Hepner arrived, Burris says. Security staff recognized him and called police, who arrested him on charges of making criminal threats, reports the Oakland Tribune, which has its offices in the same building. Hepner, 39, was convicted in a 2004 criminal threat case and has several times sued governmental bodies in Solano County, Calif.

Burris says he holds nothing against Hepner, but plans to arrange for improved security at his law office.
